The WtE project at the Bhagtanwala landfill in Amritsar, Punjab, is reportedly threatened by a property dispute and the omission of the Punjab State Power Corporation Limited (PSPCL) to issue a non-objection certificate (NOC) to the Power Regulatory Commission to fix the power tariff rate.

Plant developer Averda was supposed to start construction at the site after the cleaning up of a 6-acre plot, however, the company now claims it needs 25 acres. A dispute with a local farmer over some part of the land is currently pending in the High Court.

The WtE plant is to process 5,000 tpd and produce 10 MW. It is being developed with an investment of INR 2.87 billion (EUR 31.97 million).
