New tender for Bainguinim waste project attracts bidders

Six potential bidders have been identified for developing the Bainguinim WtE plant, according to a senior government official. As reported by the Times of India, the companies are now asked to deliver the request for proposal (RFP) documents on 14 September. Bids shall be opened the next day, as further reported.

The current tender is the second one announced by the Goa Waste Management Corporation (GWMC) for this project. In the first tender procedure, no bidders had been qualified by the Central Public Work Department (CPWD). In May 2021, three bidders had been disqualified. Hence, a new tender was announced with modified criteria.

The plant shall entail investments of INR 2 billion (EUR 22.9 million) and consist of units for recycling and sorting, segregation, bio-methanation and composting.

The project will be carried out under a PPP model in DBFOT (design, build, finance, operate, transfer) mode. The facility shall be built and subsequently operated and maintained for ten years by the selected concessionaire.
